It is unfortunate, but not all donators like to follow the rules. When enough factors are met, be it the general obviousness that the donator will never learn and has been banned 5 times, or them having made it obvious that they do not plan on reading the rules in the future, they will be demoted down to Ex-Donator.
Ex-Donator cannot be bought, and should not be a goal. It is the resulting rank of someone who has repeatedly shown that they cannot be trusted to hold on to donator powers. Once you are an Ex-Donator, there is no re-donating (no exceptions!).
As for refunds, a donation by definition is giving something of value without anything in return. While we liven the deal with special perks for donors, you are paying to run the servers, NOT to play with commands. Losing commands after breaking rules is not considered grounds for a refund, nor is anything else, unless an issue with payment is found (double charging, etc).
